On 1 October the ASEAN Capital Markets Forum announced that the securities regulators for Thailand, Malaysia and Singapore have signed a Memorandum of Understanding to establish a framework for cross-border offerings of collective investment schemes (“CIS”) for implementation in the first half of 2014.
The CIS framework would enable fund managers operating in a member jurisdiction to offer CIS from other member jurisdictions. The signatories have also agreed to adopt a set of common standards to govern cross-border offerings of CIS to ensure that fund managers have the necessary expertise and that the CIS offered are managed based on industry best practices.
The CIS framework is just one of the initiatives of the ASEAN Capital Markets Forum as part of the regional capital market integration plan endorsed by ASEAN Finance Ministers in 2009. More details on the CIS framework can be found on the Thai SEC website here.
